Two forms of non-governmental organisations (NGOs) are popular in Bulgaria:

• Association, which is established by three or more persons. Management bodies are general meeting and management board.  
• Foundation, created by a unilateral deed of establishment with notary certified signatures. Minimum number of founding persons is not required. The foundation has a management body: a director or management board.  Concerning the activities performed, the NGOs are in public benefit or in private benefit. There are additional requirements with respect to NGOs in public benefit.

• Registration and further changes of associations and foundations in the Non-Profit Legal Entities Register kept by the Registry Agency
